Quote form the issue:

The protection is a lot of tracks without normal secotring which are 
loaded using 4&4 encoding.  I good bit copier will copy this this 
without trouble.  Then track $00, sector $0E, byte $09 of the startup 
disk, I found a JSR to a nibble count at $B800 (20 00 B8).  Upon 
changing that to EA EA EA the disk booted."

So I guess you just bit copy it using Locksmith, Copy II Plus or 
Essential Data Duplicator II and then sector edit 00/0E/09: from 20 00 
B8 to EA EA EA to make the copy work.
