Before you reboot you need to bless the system you want to use, which involves some strange rituals including dragging the System file or the Finder in or out of the system folder and opening and closing System suitcase files. I can never remember how it's down (although I did manage to do it once!) but when it works the folder icon will change to show the Mac icon, indicating a "blessed" system folder. The easy way is to use System Picker from ftp://ftp.apple.com/developer/Utilities/ This is one of Apple's unsupported, use-this-at-your-own-risk, don't-tell-anyone-it-exists programs.
