If you have some understanding of electronics, you could try building this little circuit: http://www.epanorama.net/documents/video/videoamp.html . It will polish the video signal a little so you TV card will recognize it better. I must say that I haven't tried it myself, but building the adjustable gain amplifier (the first of the schematics) would be my first step. Actually, taking out my oscilloscope would be my first step :). There are some things this amplifier will not do, like make the SYNC level a bit better. If the problem is a bad SYNC level in the video output, then this amplifier will probably not help (although maybe it could help just enough).
