If you have access to a UNIX box with pbmplus installed, though, you can preprocess any full-screen (640x480, 1024x768, etc.) color GIF into something that'll look a lot better: giftoppm foo.gif | pnmscale -w 560 -h 192 | ppmtopgm | pgmtopbm | ppmtogif >bar.gif pbmplus does a much better job of dithering (uses Floyd-Steinberg error diffusion) than IIGIF.
